City of Phoenix Police Headquarters Construction Underway

The City of Phoenix is transforming the 27-story former Wells Fargo tower into a new, centralized Police Headquarters. The project unifies dispersed police and public safety departments while introducing security upgrades and a more accessible civic presence. A key feature is the Honor Wall, commemorating fallen officers, designed in close collaboration with the City and Police Department. Construction is underway, with move-in anticipated in 2025.

A New Chapter For Phoenix Police

Construction is progressing on the new City of Phoenix Police Headquarters, a transformative adaptive reuse project that will bring together a wide range of public safety services into a single, centralized location. The 27-story former Wells Fargo tower in downtown Phoenix is being reimagined to meet the evolving needs of one of the nation’s largest cities.

Richärd Kennedy Architects was brought onto the team by Arrington Watkins Architects as a design consultant, contributing our design leadership and public sector expertise to guide the transformation of this high-profile civic project. Working closely with the City of Phoenix, the Phoenix Police Department, and Okland Construction, we are helping modernize and adapt the historic tower to serve the City's long-term operational, security, and community engagement goals.

A Welcoming, Secure Public Realm

Our team is leading the design of all public interface spaces on the lower floors of the building, as well as the surrounding site and public realm. The design integrates enhanced security measures with a welcoming, civic presence—reflecting the City's commitment to transparency, safety, and community connection. When complete, the facility will house essential departments including a Full Workout Facility, 911 Command Center, Real-Time Crime Center, Information Technology, Public Affairs, and a dedicated press room.

Commemorating Service and Sacrifice

A central and meaningful component of the project is the Honor Wall, designed by Richärd Kennedy Architects in close collaboration with the City and the Phoenix Police Department. This permanent installation will serve as a tribute to officers who have lost their lives in the line of duty. The Honor Wall is made possible in part through the Protect & Honor Campaign, an initiative by the Phoenix Police Foundation that raises funds in support of officer memorialization and family outreach. Our team recently presented a full-scale mock-up of the wall to City leadership and Police representatives, and we were honored to participate in the 2025 Police Foundation Walk/Run supporting this important cause.

Looking Ahead

Construction is well underway, with steady progress continuing throughout the year. Move-in is anticipated to begin in 2025, when Police Department personnel will transition into their new home at 100 W. Washington Street.
